Celia McDowall is the Spring 2025 Scoville Fellow for the Nuclear Policy Program at the Carnegie Endowment for International Peace. Celia graduated with a Masters in Strategic Studies in 2024 from Te Herenga Waka / the Victoria University of Wellington, New Zealand. She received her BA in International Relations and Psychology, with a minor in French, in 2022 from the Victoria University of Wellington. Her research primarily concerns the psychological dynamics of nuclear posturing, signaling, decision-making, and nonproliferation and disarmament. Outside of work, she enjoys hiking and drawing!
